Position Summary

The Procurement Lead is responsible for the management and coordination of their assigned staff in fulfilling the goals and objectives of their procurement function.  The Lead oversees and provides the Buyers guidance for the procurement of goods and services in an extremely dynamic environment.  The teams lead also serves as a primary point of contact to Operations for all procurement related updates and resolutions for their assigned area.

Essential Duties & Responsibilities

  • Organizes, manages and directs the work of the employees in the assigned procurement function overseeing the assignment of duties, ensuring proper staffing, and managing performance.
  • Oversees the timely procurement and delivery of goods and services to the vessels by running reports to ensure that buyers and suppliers performance meet the departmental requirements; Take necessary measures to address outliers.
  • Ensures that appropriate negotiation and procurement techniques are utilized to ensure optimal quality, price, delivery, and service.
  • Prepares instructions regarding procurement systems and operation procedures and ensures their implementation.
  • Performs frequent sourcing and operations reviews to ensure correct decisions have been made based on Procurement guidelines.
  • Leads compliance reviews in cooperation with Supply Chain Management, Fleet Operations, and Supplier Guiding Principles.
  • Ensures that audits are completed, and that the feedback on performance is communicated to suppliers/Category Managers
  • Provides support and guidance to outsourced Manila Team to ensure SOPs are maintained.
  • Prepare and present periodic reports to provide procurement status updates to Operations
  • Prepares and issues purchase orders and change notices; negotiates or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.

Financial Responsibilities

  • Expenditure limits $75,000 per transaction.

Job Requirements

Qualifications

  • Purchasing experience or Bachelor degree preferred.
  • 6-8 years of experience and or training or equivalent combination of education and knowledge

Knowledge and Skills

  • Ability to effectively present information and communicate with all levels of Management
  • Excellent interpersonal skills
  • Ability to manage time effectively and efficiently
  • Basic to complex spreadsheet comparisons of consumption pricing and transportation costs
  • Ability to solve problems and deal with complex variables where limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
  • Ability to calculate figures and amounts such as discounts, interest ,commission, proportion and percentages
  • Ability to travel domestically and internationally at short notice.
  • Moderate level knowledge of uniform commercial code and company standard terms and conditions.

Physical Demands

The employee is occasionally required to walk to the dock, ascend and descend the vessel. This position may regularly travel domestically or internationally. Visual requirement include distant, close and color vision, and ability to adjust focus

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The environment includes work inside/outside the office, travel to other offices, possibly travel domestic and international, and work in shipboard functions. A high noise level is possible if visiting shipboard or offsite locations
