Position Summary

The Estimator is part of a team responsible in producing advance planning and development strategies to drive Fleet Modernization long-term objectives. As part of this team, the Estimator will support the planning and establishment of budgets, review contractor proposals / pricing, and perform project audits. This role will use estimating and risk management techniques to support the program (& project) objectives. Responsible for delivering cost estimates on vessel revitalizations and special projects. The Estimator will have broad experience and be a self-starter with a thorough understanding of estimating processes; capable of developing estimates with little supervision. May track and support the development process from start to finish and in coordination with other divisions within fleet modernization.

Essential Duties & Responsibilities

  • Support a cross-functional/inter-disciplinary team tasked to develop and deliver on strategic planning initiatives and long-term goals as well as short-range tactical projects.
  • Establish and maintain estimates via software program to provide budget costs for new and refurbished spaces associated with the Fleet Modernization program.
  • Support overall program scheduling not just working on specific projects, but looking at an overall program with multiple projects that interact with each other.
  • Perform project audits.
  • Read / analyze construction plans and specifications.
  • Track / control architectural design process of venues / brand development as related to budget.
  • Provide support on tactical and strategic special projects.
  • Support daily/weekly/monthly reporting efforts and ad-hoc reports / presentations.
  • Analyze and highlight the overall schedule or cost impact of any variance.
  • Excellent computer skills with knowledge of scheduling and estimating software.
  • Analyze plan documents and other data to prepare time, cost, materials, and labor estimates.
  • Candidate may need to balance multiple projects that will likely be executed in multiple locations and by multiple contractors. Candidate must be flexible and able to balance / prioritize multiple priorities.
  • Must be willing to travel as required by project (probably 0-20%)

Job Requirements

Qualifications

  • Bachelor’s degree or equivalent from an accredited university with a concentration in engineering, naval architecture, project management or related field.
  • Experience creating and/or analyzing cost ratios for scopes of work. 
  • 3-5 years planning and estimating focused on project development.
  • Experience managing full project lifecycles in some of the following: construction, manufacturing, plant repair/maintenance, technical project procurement, inventory and production control, IT, HVAC / Mechanical systems, etc.
  • Ship or land construction experience preferred.

Knowledge and Skills

  • Software: Proficiency in MS Word, Excel, PowerPoint, and AutoCAD required. Experience with estimating software considered ideal.
  • Keen understanding of cost relations and ratios building.
  • Advanced capabilities in written, oral, and graphic media.
  • Excellent interpersonal skills; communicate in a multicultural environment with all levels of employees and management.
  • Organized and detail oriented with excellent analytical, financial and spreadsheet modeling skills. 
  • Ability to multi-task in a fast-paced environment.
  • Represents department and self in a competent professional manner.
  • Ability to maintain confidentiality.

Physical Demands

The physical demands described here are representative of those requirements employees must meet to perform the essential functions of this job with or without reasonable accommodations.  While performing job functions the employee is regularly required to sit, and stand, write, review and type reports, compile data, operate a pc, communicate, listen, and assess information.  The employee may move about the office complex, may travel to other office locations and may lift, push, pull or move 10-15 pounds. The employee is occasionally required to walk to the dock, ascend and descend the vessel. This position will regularly travel domestically or internationally for various amounts of time. Visual requirement include distant, close and color vision, and ability to adjust focus

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The environment includes work inside/outside the office, travel to other offices, possibly travel domestic and international, and work in shipboard functions. Travel significant and for multiple periods at a time. A high noise level is possible if visiting shipboard or offsite locations.
