Position Summary: 

This position is responsible for the overall leadership, management, and strategic development of the corporation's regulatory required safety, quality, and environmental management system, and related internal and external audit programs as well as ISM required maritime safety investigations of non-conformities, accidents and incidents.  The scope of this role includes all company brands and 60 vessels as well as offices around the world. 

Responsible for tracking performance and compliance as related to regulatory requirements and voluntary safety, security, quality, and environmental standards. This position will represent the industry and company with external authorities and organizations in maritime safety and ISM/ISO related matters.

Develops and leads all aspects of compliance to the ISM Code, MLC and voluntary ISO standards including ISO 14001, 9001 and 50001. 

Essential Duties and Responsibilities: 

  • Oversees the enterprise-level administration of the corporate management systems. Responsible for regulatory compliance, system functionality, operational content consistency and continuous improvement.
  • Lead a team and set the strategy for all aspects of the internal and external audit and investigation programs including follow-up on non-conformities, ensuring the quality of corrective actions to reduce the risk of reoccurrence and drive continuous improvement.
  • Direct a team of investigators and/or conduct investigations of shipboard marine-related accidents.  Interview all levels of persons involved including senior shipboard officers and shoreside management.  Prepare or review investigative reports and present report details and findings to senior management and external agencies including flag and port state control authorities and classification society inspectors.  Represent the company as a safety expert in litigation. 
  • Leads the management of all audit administrative functions including audit scheduling, tracking, reporting, and dissemination of audit results. Develop system for end user feedback that ensures continuous improvement.  Develop, design and execute the Masters Annual Review process for all brands including the production and presentation of detailed reports for senior management.
  • Oversight and strategy related to the technology supporting the company's management systems.   Ensures a long-term strategy for lifecycle of the systems including researching new innovations in technology and functionality to improve efficiency. Standardize system performance and usage across brands and assess system health through monitoring and analyzing system use.
  • Set standards for management system content and processes that drives efficient and effective use for shipboard operations including simplified user interface. Ensure all editors and content owners are competent and receive appropriate training to ensure compliance to the governance of management system content.   Set strategy for innovation and simplification of SMS content.
  • Provides governance and guidance for structured revisions to the management system ensuring compliance with regulatory and voluntary requirements (ISM, ISPS, MLC, MARPOL, SOLAS, ISO 14001, ISO 9000:2000, 50001). Work to build consistent policies and procedures in relation to ISM and ISO standards.
  • Ensures internal and external audits are scheduled and conducted in accordance with the ISM Code and company procedures.  Reports are generated; results are documented; and corrective action plans are monitored for implementation.
  • Responsible for the communication of SQM / Security objectives, audit results, system improvements including information relating to the analysis of pattern and trends to senior management, shoreside personnel and shipboard staff.
  • Represent the corporation and provide expertise on industry related matters at working sessions of the International Maritime Organization (IMO), Cruise Line International Association (CLIA), U.S. Coast Guard and other maritime safety related regulatory organizations.  Active member of EU projects related to maritime safety.
  • Exercises authority of a Director concerning staffing, including performance appraisals, promotions, salary recommendations and terminations. In addition, interfaces and coordinates with external consultants.
  • Assists AVP with development of strategic plan and annual operating budget. Responsible for ensuring adequate resource levels to maintain compliance related responsibilities by developing strategic human capital plans and short- and long-term strategies for processes and technology.


Job Requirements

Qualifications, Knowledge, and Skills: 

  • Requires Bachelor's degree and a minimum of 15 years' experience in an operational or technical maritime, oil and gas or transportation industry role including management responsibility.
  • Master's degree in management, business administration or safety related focus preferred.  
  • Management experience should include responsibility for safety management systems in a large organization with complex operations.
  • Experience interacting with all levels of the organization required and interaction with government officials and regulatory bodies preferred.
  • Requires a strong knowledge of ISM, MLC and ISO Standards and experience auditing the various requirements.
  • Requires substantial experience in Safety, Quality, and Environmental assurance systems, including integration of various compliance and performance measurement systems.
  • Working knowledge of personal computer, Windows, Microsoft Excel, Word, PowerPoint and related printers and equipment. Knowledge of business intelligence software and recent technology.
  • Requires excellent interpersonal skills to communicate with all levels of management and employees.
